At least one person has been killed by a tornado that roared through a portion of a western Oklahoma town.
At noon Wednesday, some residents were allowed back into the trailer park, officials with Wisconsin Emergency Operations Center said.
Tornadoes are rated on a six-point scale, from the weakest (EF-0) to the strongest (EF-5).
"It's up there, on top of another house", said Weiland.
High winds on the backside of the Elk City tornado, which were likely howling at over 111 miles per hour, knocked the probe to the ground.
Authorities have released the name of a man who was killed when the tornado tore through a mobile home park in the area.
Tornadoes touch down in Kansas, Oklahoma, Texas
But Elk City Fire Chaplain Danny Ringer told reporters at the scene late Tuesday that one person was known dead from the twister. The tornado damaged the Prairie Lakes Estates trailer park north of Chetek. "I've lived in Oklahoma nearly 50 years", he said.
Other tornadoes in western Oklahoma and the eastern Texas Panhandle have downed power lines and utility poles, but there were no immediate reports of injuries.
Mark Tyson said he and his wife Robin were huddled behind a living room chair as the storm hit Tuesday evening when an entire wall of their mobile home suddenly came flying at them.
"This is, I think in terms of outright damage, both physical in terms of what it did to the landscape, but also in terms of the damage destroying people's homes I think it's the worst I've seen as governor".
The Wisconsin tornado was part of a huge swath of the Plains and Upper Midwest threatened with severe weather.
"There's certainly no attraction to a mobile home park", Hultiquist said.
The storm struck a subdivision about 7:15 p.m. Tuesday just south of Elk City, Oklahoma, about 110 miles (177 kilometers) west of Oklahoma City.

The government loan, which will be directed to the association, still abides by the polluter pays principle, the Premier said. The loan program would be in addition to the ongoing closure and reclamation operations done every year by the OWA.
"We were outside here kind of watching the sky and we could barely even close the front door", said Ryan Osgood, who had his roof fly off in the storm.
Sheriff Fitzgerald said, "If you are a logger or a truck driver and want to help, just call your neighbors, call your friends... that's what Barron county is all about".
Cain said no injuries or damage are reported. The thunderstorm continued to move east-northeast through Rusk County with many reports of damage.
He said most of the damage is concentrated at Prairie Lake Estates, located in between Chetek and Cameron, as well as some turkey barns.
"There is definitely the potential for all the severe weather hazards", including tornadoes and hail, Hultquist said.
The weather service's Storm Prediction Center in Oklahoma said storms with the potential to spawn tornadoes and dump large hail stones could hit the region Thursday.
