NFL Meetings decide more celebrations and Super Bowl move

The much-welcomed announcement came Tuesday, May 23, when league officials noted three key changes coming to the game this year. "Players have told us they want more freedom to be able to express themselves and celebrate their athletic achievements". They'll be allowed to celebrate on the ground - in instances such as snow angels - and will also be able to celebrate in groups once again. The rule change will be implemented in the preseason as well. While the league is trying to become more relax on touchdown celebrations, "offensive demonstrations, celebrations that are prolonged and delay the game, and those directed at an opponent, will still be penalized".

The vagaries here are intentional, allowing refs to deem whatever they want "offensive".

I don't feel like five minutes of overtime will make much of a difference though besides leading to more ties, something that will just upset fans and players even more.
