Parolee Yacqub Khayre, 29, was living with his mother in Roxburgh Park when he gunned down a hotel clerk at the Buckingham Serviced Apartments in Brighton, took a prostitute hostage and died in a police shootout on Monday.

Victoria police shot dead the man involved in the hostage situation at an apartment in Brighton near Melbourne Monday, after he began firing on police just before 6pm local time.

He said on Tuesday police were treating the deadly one-man siege in the southern city as an "act of terrorism" after a claim by the Islamic State group that one of its fighters was the gunman responsible.

Islamic State have claimed responsibility for the Melbourne hostage attack, saying the gunman was a "soldier" of the militant group. The woman was rescued, and another man was found dead in the lobby, the police said. It comes after Islamic State reportedly claimed responsibility for the drama.

Prime Minister Malcolm Turnbull said there were "very grave questions" about how Khayre got parole despite his violent, criminal history.
