Trump won't rule out firing Mueller, his lawyer says

Rosenstein said that because Attorney General Jeff Sessions recused himself from the Russian Federation matter, Mueller could only be fired by Rosenstein himself.

So as deputy attorney general, Rosenstein would have the power to remove Mueller from his position - as long as he had a good reason to do that and put it in writing.
