A popular Australian TV host has used his early morning show to slam his countries politicians over their inaction over the rights of same-sex couples.
Australians will not be forced to vote on the issue; the postal plebiscite would be voluntary.
The ballot papers would be issued on September 12 with the result declared on November 15.
"Our preference is to have a compulsory attendance plebiscite", Cormann told reporters in Canberra, Australia's capital on Monday.
The traditional plebiscite would cost up to $170 million.
Opposition Leader Bill Shorten said Labor would not support the plebiscite.
"Our expectation would be that that law would pass the Parliament", Senator Cormann said.

Tensions are high in the Coalition ahead of today's series of meetings to try and resolve the issue which has distracted the government from its agenda and exposed the weakened authority of Prime Minister Malcolm Turnbull.
He labelled the postal vote option an "extraordinary" action from an "incompetent" government.

Some Liberal MPs are also uneasy about the idea with former prime minister Tony Abbott, Kevin Andrews, Craig Kelly, Julian Lesser and Russell Broadbent all raising concerns about a postal plebiscite during the special meeting on Monday.
A previous plebiscite Bill was rejected last November by the Senate, where Labor, the Greens and some other minor party MPs prefer an immediate free vote.
