Pompeo also said that Trump asks "great questions" during their daily intelligence briefings, the content of which usually taking the place of "killer graphics" instead of the written word. Those who hoped the president might address global nuclear tensions were provided four vague sentences, none of which explained much or hinted at the possibility of new arms control negotiations: "As part of our defense, we must modernize and rebuild our nuclear arsenal". The country also tested in September a nuclear weapon that a top US general later said he assumed was a hydrogen bomb. His deteriorating condition prompted North Korea to release him back to the United States, where he died days later.

According to the presidential memo, the rogue regime "does not cooperate with the United States Government in any respect and fails to satisfy all information-sharing requirements". He declined to say what percentage of North Korean missiles the United States would be able to hit.

However, only hours before the address, the Trump administration decided against its long-awaited plan to nominate a Korean scholar, Victor D. Cha, as ambassador to Seoul.

The North Korea monitoring group 38 North said in an analysis on Wednesday that satellite photos showed some 12,000 troops and 110 artillery pieces, tanks and armored vehicles practicing for a parade.

The ambassador also denied charges by Washington that Moscow, in contravention of United Nations sanctions, was allowing Pyongyang to use Russian ports for transporting coal.

"I'm not in charge of the diplomatic effort", Selva said.

Pompeo added that briefings on the matter include the seriousness of the current situation. This time around, Trump's tone was milder than his past speech at the UN General Assembly where he gave a stern warning to North Korea. "But preemption is not something we do as a matter of course".
