The Kentucky Republican took the floor to blast the increase in federal spending limits, and in particular the fiscal irresponsibility of his own party.

The shutdown, which started at midnight, was the second this year under the Republican-controlled Congress.

The Office of Management and Budget Director Mick Mulvaney began plans to close non-essential government operations according to a spokesman.

Other Republicans were said to oppose a bi-partisan deal created to put an end to squabbling over fiscal policy, at least until beyond November's midterm congressional elections. "Every one of those republicans complained about President Obama's deficits and yet now we have them out there bragging and pushing and doing everything they can to get their trillion dollar deficit through". House Speaker Paul Ryan needs some Democrats to vote for it, just to get a simple majority.
