High court in Pennsylvania issues new congressional map

21 February 2018

The initial reaction of election experts Monday afternoon was that the new map could result in ten seats for Republicans and eight for Democrats; some analysts even suggested that, if there is a strong Democratic effort this year, the result could be an even split of nine-nine. The Brennan Center for Justice estimated that the old map had accounted for an additional three to four GOP seats in Congress.

As before, there are 18 congressional districts in the state - but the numbers and shapes of those districts are very different.

That makes for a more compact district compared against the current 15th - which covers Lehigh County and part of Northampton but also stretches western almost to Harrisburg.

Republicans in the Pennsylvanian legislative re-submitted a congressional map to Governor Tom Wolf.

"He is a good Republican for that district because he hasn't been Trump insane", Oxman said.

A portion of South Philadelphia is drawn into the Fifth district based in Delaware County _ a substitute of sorts for U.S. Rep. "All that zigging and zagging is all gone, and it makes Delaware County a competitive seat now".

Now, the new map is beneficial to Democrats in ways beyond PA-5 and PA-6. An analysis conducted through PlanScore.org concluded the court's redrawn map eliminates "much of the partisan skew" favoring Republicans on the old Republican-drawn map, although not all of it.

The new map, now applied to the newly renamed 15th District, lists the territory as all or parts of Warren, McKean, Venango, Forest, Clarion, Armstrong, Butler, Indiana, Cambria, Centre, Clearfield, Cameron and Elk counties. And as Shuster, President Donald Trump and fellow Republicans boast of a plan to upgrade the nation's infrastructure, the question lingers: How will they pay for the work?

The new map comes after weeks of political and legal fighting following the state high court's ruling that the map adopted in 2011 was an unconstitutional partisan gerrymander. The bottom map is the one approved by the Pennsylvania Supreme Court.

Top Senate Republican lawyer Drew Crompton said Monday that a separation of powers case will form the essence of the GOPs argument.

The state Supreme Court had ruled that the Republican plan effectively marginalized likely Democratic voters.

"I think this is a flawless example of check and balances", Pashinski said.

Democrats who had previously announced their candidacy in the 7th District are former Central Intelligence Agency officer Shelly Chauncey, attorney Dan Muroff, bioengineer Molly Sheehan, Realtor Elizabeth Moro, state Rep. Greg Vitali, D-166 of Haverford, Julie Eble, former U.S. Attorney Ashley Lunkenheimer, Mary Gay Scanlon and state Sen.

Some races are wide open: There are six incumbents elected in 2016 not running again, the most in four decades.

GOP leaders have said the lack of guidance is the reason they didn't start drawing a map in earnest until 48 hours before it was due - a decision that left them no time to get a vote from the legislature.

Most of that area was in the current Eighth district, represented by Republican Rep. Brian Fitzpatrick.

What VAR brings so far is confusion and absurdity and the FA need to sort this out and find a better way of implementing it. Meanwhile, what were those squiggly lines running across the pitch on TV screens? "You should all perform like that, too".

The submitted maps varied significantly in terms of partisan advantage, though overall they all made districts more compact, and to varying degrees they divided fewer municipalities. Bob Brady, and moves it to suburban Montgomery County.
