Philadelphia could see up to a foot of snow. Winds were a little brisk at times but thankfully weren't too much of a factor, or else power outages would have resulted due to the heavy wet nature of the snow.
The nor'easter was on track to dump 12 to 18 inches (30 to 46 cm) of snow on areas from Philadelphia to New York City on Wednesday, said Weather Prediction Center meteorologist Dan Petersen.
In New Jersey, Governor Phil Murphy also declared a state of emergency.
The fourth nor'easter in three weeks began moving in the mid-Atlantic States Northeast Wednesday, packing high winds and the potential of dumping a foot or more of snow from Virginia to New England. Stay tuned for updated snowfall amounts within the upcoming days.
"The snow itself is not a threat at this stage of the bloom cycle", park service spokesman Mike Litterst said in email, adding that the blooms are "still safely ensconced in the tight buds".

Flooding is a threat along the coast from Virginia to MA. This is because that's when the core of the storm moves in, and it will be dark, so it's easier for snow to stick.

Flash flooding is a concern, given recent burn scars from wildfires near the Los Angeles area, the weather service said. Colder, breezy and wet weather will continue through the weekend with highs around 10 degrees below average.
Boston, where winters are more severe than farther south, was expected to be worst hit at the end of the day, with flooding a risk in coastal areas.
